  This paper was commissioned at the request of the Chancellor's private secretary as part of a general request for advice on military operations in the aftermath of any invasion, an overview of potential relief and reconstruction costs, the financing of post war reconstruction and an overview of the potential public expenditure implications. The note was sent to both the Chancellor and the Chief Secretary to the Treasury for action.
